Licence plate bracket and head rests

I have a 71 2800 CS and I can't figure out how to move the head rests up and down. Can someone tell me how to do it? The care has international license plate holes for a plate holder. Can someone tell me where to find a license plate holder for a domestic plate with international holes to fit my car.
 
i have the bracket from Coupeking on my '71 - 2800cs. it works well and fits my Georgia plate perfectly

Headrest - should have depressions in rear seats near top that aligh with headrest poles. They are usually covered by the seat vinyl or leather , You press and hold them in and then the headrest should move up and down. If no depressions in back of seat try side and then if nothing you have to pull hard up on the headrests. One of these should work.
 
prior to any attempt, spray your fauvorite penetrating oil with the small tube tgat is usually available and comes with it
it was only after two or threee applications, with waiting periods in between, that i was able to move them
not a matter of right now, but took some weeks
do not frustrate, just take it easy:lol:
 
The headrests are mounted on 2 chromed serrated shafts that slide up and down in a metal tube inside the seat back.In the metal tube is a slot with a metal clip that catches the serration's to hold the shaft in the desired position you manually force the headrest into by pushing or pulling on it.No springs or anything else clever.The shafts and especially the clip get rusty and then won't move.Your only hope is to spray with good rust dissolver/lubricant like PB Blaster or Kroil.As DeQuincey says this will take some time to act.After time try pushing down on headrest then pulling up and out and clean the shafts.There is no way to access clip without taking covering off seat back.
