Need help -outer sill cover

Hi!

I am replacing my outer sill cover, refer to number 1 in enclosed picture.

Question 1 – where should the rubber shims/seals (between the outer sill cover and the body of the car) be placed, refer to number 2 in enclosed picture? At position “a and b (top of the sill)” or at position “c and d (bottom of the sill)”?

Question 2 – is the total number of rubber shims/seals two for one outer sill cover?

Question 3 – how long is each rubber shim/seal?

There are two rubber pieces per side ~23 cm and 59 cm. They install along the top of cover at each side of the stepped section that fits under the door. When the cover is placed on the car body the edge of the rubber seals between the top of the cover and the body just below the bend on the front fender and rear quarter panel. You see about 1/2 cm of the rubber exposed.
