What is the oil capacity for the 2800CS?
With a filter change and 6 quarts it shows 2 quarts low on the 17 inch dip stick.

You sure you have the correct dip stick? It may fit but may not be the correct measurement. It should only be about 3/16 below the full mark. Please don't over fill as it can make some real problems.

If your dip stick tube is bent out of shape, the dip stick will go sideways as it goes in the pan. Fail.....
drain
measure drained oil
fill with 6 qts
measure at dipstick
 
I have 6.5 quarts in it with a filter change.
The dipstick does go in and then rotates 90 degrees and length inserted in the tube is 17 inches.
The top of the tube to the block is 8 11/16 inch.
With the 6.5 quarts it measures 1/2 to 5/8 inch up from the tip.
I appreciate the help.

REVISED:
When I measure it with a straight rod same diameter as the dipstick I get a better and higher reading. Is there something in the pan that could be wiping the dipstick?

I have it on the lift. The oil fill is aft on the valve cover and the engine is tilted back. So I raised the back end of the car to where the engine is at least level and the oil level came up about quart. However with the car back level on the floor it shows where it was previously. I have tried all dipstick rotations and positions. I am also placing it on white paper towels and wiping it sideways to verify that the oil level is visible.
I can't run it right now to see if the oil level changes as I am waiting on a thermostat. I will run it later this week to see if it changes.

I still haven't solved the issue with the oil not reading high enough on the dipstick. I bought another dipstick from a 2800CS and have also confirmed that the tube from the block to the top is 8-1/2 inches. I will try modifying one of the dipsticks to be able to accurately measure the 6-1/2 quarts with filter change. It shows 1-1/2 quart low,
The only other possibility could be the oil pan but it appears to be correct I don't believe it has been changed.
This one is perplexing.
 
Your dip tube is likely bent and your stick is going sideways in oil pan
 
I have samples of each tube and dip sticks at the shop, from early red handle to late red handle and all the yellow ones if you need measurements. Try inserting the dipstick indexed to least resistance.
 
I have tried several rotations and inserting it at 180 degrees and then it rotates clockwise 90 degrees with the loop facing forward seems to be normal.
The 2nd 2800 CS dipstick is identical. I have inserted a coat hanger in and it goes in straight. I will take pics and also measure the angle of the dip tube.
This is taking all of my engineering and statistical problem solving skills. Atleast I have most of the oil leaks fixed so I am not loosing oil.

we see this all the time.
often caused by oil tubes that are bent during engine removal/storage.

Here are some pics that might help understand my issue.
The tube is approx 74 degrees from the block (difficult to measure)
The center of the tube is approx 10 1/2 inches from the block.
The dip stick is approx 17 1/4 to stopper.
I sincerely appreciate your help.

I have a flight home today- call me tomorrow and we will check engines at shop

we see this all the time.
often caused by oil tubes that are bent during engine removal/storage.
Mine has this plastic funnel as Don calls it.
