Original Fan Clutch

More mysteries re-assembling a car from boxes. I can't understand how this fan clutch is supposed to work, other than when it get warm it locks up and spins, but I think I am missing a part and my clutch is worn out. Is there a bushing that goes into the pulley boss? Do you guys use these fans or go another route?

Hello every one ,,, I am new owner of 73 3.0CSI imported from Netherland , car over heats in the city not on highway , I removed the thermostat and problem not solved , radiator looks new ,fan runs but seems to be slow ,, is it water pump ?? belt is tight , any Ideas ?? thanks a bunch ...
