I am attempting to replace original steering wheel with a Nardi one.

Please see image.

Am I correct in assuming that the silver tab clip currently on steering spline requires removal? It appears spring loaded so makes me a bit nervous to do so.

How do I go about removal (tools, process, safety) assuming it truly needs to be removed?

That is your signal cancelling ring, looks like your aftermarket hub has it built in. Keep it in case you ever move up to a Petri.

It just sits there, held by hub when tightened. Wiggle it a bit with finger to unstick. There's a snap ring below it that holds spring tension

I see.

So snap ring and spring remain, but remove original signal canceling ring since aftermarket Nardi has it built in?

Please confirm and thank you

Yes. Play it safe and measure the new canceling arm to make sure there is clearance at bottom (not bottoming) Sometimes takes a spacer in addition to special washer that encircles snap ring. If the "thickness" of the hub isn't enough the nut will tighten before the hub is secure and can mess up hub splines.
