I'd think that if you could prep the area you want to paint you should be ok. Having said that, the area in question would be hard to sand evenly. Suppose it couldn't hurt to try.
There exists stuff can be sprayed on to surfaces to prep for painting and is for hard to reach with sandpaper areas. Never uesd it so can't vouch for it's efficacy, though.
A guy at work used to do powder coating and he says paint right over it.Said that when they missed a spot they'd use regular enamel to blend in.Also said scuffing it up is near impossible.On a side note, just spoke with a BMW repair shop and he said he's getting alot of newer cars in that need suspension springs replaced because the factory powder coat cracked from flexing and dirt and water got behind paint and rusted them out!Said before this he never had to replace springs.
