The definition of an NVR switch I found was that it's a switch that's magnetically held closed while power is on, basically the same operation a relay performs, but in a different package. I would be inclined to use a miniature snap acting swich, which I've always called a micro switch, with an easily available relay located under the dash. The idea of putting the switch under the shifter leather is a good one, but I question the tidiness and reliability of wires routed to such a switch. As a first thought, I think I'd put the switch next to the odometer reset knob under the left side of the dash.
I think the ignition circuit is the best place to install the relay. Interrupting the fuel pump power could still allow a carb car to drive some distance, I ran my carbs dry on purpose once before storage and it took longer than I thought it would. Interrupting the starter could allow a car to be roll started though that might not seem obvious to a potential thief and the opportunity for that would likely be quite limited.
