Bit of a long shot but doing some research for a friend.
The story goes there was a company here in Australia (Zyfert and Muller) who were importing Alpina parts as an agent. Then things got murky and they were accused of 'making' Alpina's without a licence. I'm told there was a court case on this back int he day, possibly in Italy but can't seem to find any history.
Long shot I know..

Key contact details for Zyfert & Muller Automotive. Phone: 02 9363 5040: Address: 2 Ocean Ave, Edg NSW.

I’m in Italy today but no ideas on how to search
In USA we have Pacer system

This is awesome. So turns out the urban legend wasn't quite right, as case about customs duty, not fraud. Sydney company building Alpina cars in the 1970s..
