Re-attaching the under dash panel

It's been so long, I can't remember how to secure the rearmost screw/bolt of the "h" shaped panel under the dash. This one:

There is a bracket with a hole in it (underside view)

And the only place I can see it it would attach to is this half circle cut out of the under dash bracket

I imagine there must be a speed clip nut involved in it somewhere... but where?

I put a speed nut there and then a long SS screw, it was missing on my car when purchased and I used common sense but my solution may not have been factory but it works fine.
 
Great suggestions Bob and Steve. Does yours also have this half circle cut out in the under dash bracketry? I really wonder why they did it that way

Yes I believe it does. I globbed on the JB, installed it, then carefully backed out the screw and removed the panel to let it cure.
 
Yes, mine does as well which I don't totally understand. It is strange though in that if you tighten this too much, the whole cover rotates and then separates up top so there is a sweet spot.......at least that was my situation.
