I have a 73 Euro and it came with the cutout for the fog light but it also had the bracket for attaching a fog light so the question is, what car came with what ?

BMW offered an under bumper fog light for coupes without the tail panel lamp. It was most likely a dealer installed accessory. In the UK like most countries the added lamp needed to be on the driver’s side.
