Rear Fog Light?

My car...3.0 CSi VIN 2262695 was manufactured on June 27th, 1972 and delivered on July 14th, 1972 to Italy.

It does not have a rear fog light in the left rear center section, the rear panel has not been cut for it either. I know the car is wired for it.
I thought all European delivered cars were required to have a rear fog. So I'm surprised my car doesn't have one.

Was the rear panel mounted fog an upgrade option over a less expensive bumper mounted light?

Thinking of installing a chrome backed (ebay) Hella in the left center lower rear bumper hole. Does anyone on this forum have a square bumper mounted rear fog installed on their car?
 
For what it's worth, my '72 Euro (UK) RHD CSL doesn't have a central fog light either. And for cars of that age it's still not a legal requirement over here, just don't try and drive it during an Autumn/Fall foggy night....
 
In some countries, including ones in Europe, rear fog lights are not legal, even way back in the 60's and 70's.
