resolved - drilling the lower dash for fog light switch?

I am planning to install an OEM fog light switch in a blank position on the lower dash / kick panel.

I know the back of the panel is flocked sheet metal and I have a variety of hole saws and am sure one will come close to the right size, but I want to be careful not to tear the padding on the outside of the panel. Any recommendations on how to handle?

My guess is to use a razor blade to score the padded section to expose the metal and drill through from the front. Recommendations are appreciated!

A good lesson, look at the bits rather than rely on fading memory. The metal portion of the lower dash pad has already been punched for switch installation. The padded portion simply needs to be scored and cut away.
