Yes, the right side one is either horn or high beam circuit - so check both to see if they function. If they do then pull the existing relay, check again, and see which circuit works correctly and which has been rewired and trace it to ensure it is relayed and safe. The left socket is an open bay for fog light install.

While we are on the topic, all three of my relay's look a little different. One is black, one is smaller and grey, one is large and orange. Wouldn't the same relay work in all three slots ? Ive suspected that my collection is the result of POs just adding whatever they found as the relay needed to be replaced.
 
Not sure about the low beam relay but it is probably the same relay as the other 2 which are the same so yes, all interchangeable. So if one of your light relays fries swap it with the horn one to get home.

yes high beam works, horn doesnt so i'll need to buy a horn relay. i presume i can just get one at an auto shop or do i have to get a BMW specific one?

So i took out the relay in the middle, the high beams still work? I put the relay in the furthest right socket and horn doesnt work....
Do you also know what that large silver relay does?

The large silver relay you refer to is the alternator regulator so you can leave that be. Hmmmm as far as pulling the relays and having the high beams still work (and the low beams also still work?) - perhaps there's been some previous owner(s) rewiring? I am not familiar with the 1974 wiring of these lights so perhaps an expert can chime in (I am not an expert - I just pretend to be - there are others here with more knowledge). You can try removing the driver side headlight access cover plate (the one up by the hood hinge held in by knobs) and see if someone has rewired a relay to there and or see if the wiring has been changed somehow. Trace the wires back to the relay sockets and see if somethings been obviously changed. Verify that the relay you have matches the pin diagram below and that it actually works - get a new one and see. If it's not the same relay then someone may have switched the connectors to match a newer style relay. You can pull out the battery then slide the relay sockets out for a better view of the wires.
 
Lights still work when small relay is pulled as do the high beams. So the really odd thing is i moved the battery and saw that the voltage regulator isnt even connected to anything??
