Rust removal methods for chrome and rubber

Yesterday I removed front and rear rubber bumper covers. I found rust that had originated from contact of the chrome and the metal strips. I removed the rusted metal strips, and am looking for proper methods for removing the residual rust from the chrome and inside the rubber bumper covers. The rust is not too bad, but I figure any leftover rust will act as a seed to start the process over again once I replace the strips and reinstall the covers. Thanks.
 
I use WD 40 and 0000 steel wool to clean rubber, wipe off with paper towel, finish up with rubber treatment, either Gumme Phledge (forgive spelling) or Eastwoods (= new and have not tried).
