seat head rest

use the Search function, this has come up many times. Freeing stuck headrests can be a real pain. I've tried major force and still have them stuck. Will have to disassemble the seat back and there are descriptions of that effort find-able if you Search.
 
The corrosion makes them non-adjustable. You can try all the suggestions below and then some and you may get lucky. I used a sledge hammer on some seats I took apart for parts and could not believe how much force it took to get them off. There is also the option of prayer, bothering God for help on your headrests may seem a little petty but I'm sure He would not mind hearing from you. :)

Remove the headrest upholstery, foam, etc. to get to its frame. Cut the frame in two halves and twist each side around and around while pulling upwards. This will loosen up the corrosion and you will be able to pull out each side. Clean everything up. Then weld the pieces back together, re-install the frame into the seat, the padding/upholstery and viola, functioning headrest. Have a beer when you're done to celebrate.
