Spare tire area

I found a little surface rust in the spare tire area and was going to treat by taking off the surface rust and paint the are with a Rustolium product to keep it from happening again. I see a drain hole under the area the holds the tire in place and it seemed to have a drain hole but no grommet to prevent it from rusting when wet. Why didn't they put a grommet in?

there should be a bung in that drain hole.
