Staggered 16 alpina wheels - extra nuts and hole?

Hi all,

Does anyone have any ideas why these wheels would have an extra little hole drilled and two extra nuts?

These have been flagged up in another thread, however, I suggest the extra holes and nuts could be to mount an Alpina hub cap turning them into closed lug Alpinas as usen on later BMWs.
Just a suggestion.
 
The closed centers have a small ledge around the outside of the opening for the plate to rest on. I have no idea what those extra bolts are for. Definitely added later because one hole is over part of the Alpina stamp. And they're not symmetrical. Weird.
