My intermittent starting difficulties have been partially resolved in that fuse #7 is no longer blowing on the run position of the ignition switch. Turned out that there was a worn insulation on the green wire on the high/low beam selector. Shrink wrapped it and run position solved.

I still have intermittent starting issues and have eliminated the starter and solenoid (had it checked/serviced), ignition switch (new), battery disconnect, battery and alternator as causes which leaves??? Had to do a push start (me in car) that resulted in cheap shots by wife and daughter (them pushing) that involved buying a new car.

My battery is under the rear seat and is grounded to the arm rest support bracket - bare metal contact and tight bolt. Are there differences in the strength of the ground in different locations? This problem did not show up last year when I did the battery relocate.

Definitely. I'm surprised the car started at all. You're asking the current to get to the body across zinc plated screws and paint. Clearing out a spot for contact just about anyplace else for direct contact would be better, though the best ground would be achieved at or adjacent to a frame rail.
 
The ground cable has copper battery 5/16" bolted fitting and the bracket at the attachment is bare metal but I get your point that sheet metal spot welded to sheet metal is insufficient. I'll make a change to the frame or something attached to it.
