Steering column access panel

Here are 2 pictures of the access panel on my 73 CS. The car has been messed with long before I got it. This panel seems to just hang there held up by the fuse door and the upper steering column cover plate. I'm guessing there were some brackets on the body that held the panel in place as there are brackets with holes on the panel, shown on the one photo. Can someone provide a picture or description of how this is supposed to be connected? (I cannot find any empty brackets in the locations where I would expect them to be.)

Also, what are the two 8 amp breakers for?

It's held on by the odometer reset cable bracket, screwed in to the area above and to the left of the clutch pedal, and screwed into the console below the plastic fan intake grill, all have brackets. The breakers are for your electric windows.
 
I wedged a piece of metal strip into the cover between the foam and the metal to have the lower steering wheel cover hold it up in the front as well.
