Yes, remove those and cover that entire area with dynamat. Wheel wells are one of the worst areas in cars for transmitting low frequency noise into the cabin.
 
You can buy knockoff Dynamat on Amazon - much less expensive, just get the roller with it
 
I was worried dynamat all over would not allow the seats to fit properly. That straw stuff can be found behind the seats of my 89 M6 so if it withstood the test of time, I thought it was not just for sound insulation but for seat squeaking as well.
