Your looking for a spanner wrench, or adjustable pin wrench. HF has one that I think works:

The plier style with replaceable pins work as well, the holes are very small.
I use snap ring pliers.

If you dont have pin style plier, then perhaps build a 'socket' yourself?
Take a thick washer with correct inner diameter, tap two (m2?) screw holes in it, install the 2 screws, and weld on a piece of tube on the washer ?
You can also work with a large nut (think M10-ish), drill lengthwise through it for two screwholes and install two screws. Advantage is that you can fit a normal socket around it, and no need for welding.
