Triple Weber question....

Would everyone with a triple set up and others with the knowledge take a look at the cover plate below the choke. Is the cover plate solid or does it have a hole in the center about 1/4".

I smoked the engine the other day and all the gaskets and hoses were tight but smoke was coming out of these holes like a Cheap Trick concert. I know there will be some smoke come out at the shafts but not to this extent.

My main question is what are the holes for and why does it vary from carb to carb ?

My Italian-made 40DCOEs do not have any holes like that.
