Mike, that looks like old damage from running over a fixed object. From what I can see there is a fair amount of metal there, but it is unlikely the original metal could be formed back into place and welded. I think you will need to strip back the undercoat, pull out the interior where the damage is and then hammer and dolly it back to see if there is enough to weld. If not, then welding in a repair patch would be needed. A good prime, seam sealer and undercoat will take care of it after the patch is in.

The good news is that it looks like most of the damage is in the flat plane of the panel rather than the raised rib (only an esthetics concern).

I was wondering too what caused this, a foreign object as boonies pointed out would be my guess as well. And I'd tackle it indeed as he suggested.

Seeing only a tad of rust, I hope that once flattened with a hammer and dolly, there's no real missing metal, thus welding is straightforward.

The edge that hides the fuel (and brake ?) line can also be hammered back. Degrease & apply some paint.

Take care when welding, under body coating does burn quite well. Remove at least 3 inches past where you weld, and re-apply your favorite ubc.
