Using the Air Multiplier fan technology vectored you might get lift for levitation!
Look at the shape of the VW.
It might be an untra-light design using "Air Multiplier" fan technology like Dyson uses in their bladeless fan. They advertise compressing the air volume by 18 times.
I am not qualified as an aeronautical engineer but IF the air were compressed enough and vectored correctly like a Harrier Jet it is possible to get both the minimal lift required for levitation and the thrust for forward/lateral motion.
That is very simple technology that has been around for over 70 years used in a hovercraft.
