Was Seam Sealer put on before paint?

I am going through my trunk looking to operate on any growing cancers and noticed that wherever there was seam sealer there is surface rust underneath. I have stripped most of it away and fortunately I caught it before it was really attacking the metal. It looked perfectly happy and contained under the seam sealer and paint. If your car's trunk looks clean and is original, I suggest you scrape away some seam sealer to see what is underneath.

On my early E24 it wad definately put on before paint. I did prime first then seam sealer more primer and paint. I put the sealer on with a 1 1/2" cheapo brush and it came out like the factory stuff that was original. Seam sealer I used was brand name Dominion, made in Canada and I was very happy with it,

The seam sealer I have used (probably a Dupont product) have had a 'hot' solvent in them that would dissolve paint.
