What is the purpose of the valance behind the front bumper?

Is it just structural rigidity? If so why the cutout slats on the top? They almost look like cooling vents but obviously there is nothing to cool there.

no problem of cut out slats, structural rigidity, that is like aligerated beams, you see those IPNs with cutouts
it is rigidity indeed

i seriously doubt that cutouts will experience air flow considering where and how they are placed, and the absence of a way out for that possible flow
