What is this 3-prong on/off switch for?

Speculating based on the E9, if the switch has three stops then it is likely the wiper switch. One stop is off, the other is low speed, and the third is high speed. That would explain also the three prongs.

Ok. If I had to produce an ON/OFF switch I would supply it with three terminals to give the user the ability to decide if ON is when it is pushed in or pulled out. If that is correct one prong has continuity to one of the others when pushed in and to the other when pulled out.

If that is not the case, a three prong device has to be a transistor...
 
Definitely, the wiper switch, just finished installing mine, again, three prongs. As Dick says, lighter and wiper speed, either side of the ashtray.
