Cant remember my 2800 cs having this Blue Plug? My Electric Fan seems to be running slowly, any idea what the blue plug connects to?

I had a similar plug on the 3.5 engine when I got it. It was just a dummy plug, which I used to have both temp sensors, one for the cluster, one for the DME. So far, it has worked great. Most of the aux fan combos I have seen have a plug in the radiator itself, rather than the thermostat housing.
 
It could be that your thermostat housing is from another engine. That looks like the remains of the the temperature sensor for either L-Jetronic or Motronic EFI engines. or as x_atlas0 suggests just a plug that has been inserted.
Slow running fan could be, especially if it's in front of your radiator, being to sieze up due to lack of lubrication, poor wiring connections, bad ground (earth) etc.
Might be worth taking off and checking all the wiring, movement etc.
Is your fan run by a thermostatic switch or by one you flip as it were?
 
As thermostatic switches don't like a lot of power going through them its best to run the following

12V Power (fused) to fan.
then "earth" from fan to Thermostatic switch
then thermostatic switch to earth.

Malc, your schematic has full power going through the switch you said doesn't like it.

I think if one is concerned, then a relay is suggested to be used. That will keep the power flow through the thermoswitch to a manageable minimum, and it's a pretty easy wiring task.
 
My e24 has two plugs like this. One is the temp sensor for the temp gauge and ECU, and the other is called a "Thermo Time Switch". On the L-Jet it is used to richen the mix while the starter is cranking. However, to prevent hot start flooding, or flooding extended cranking the switch has a heater built into it, and it cuts out when hot. .

Not sure if this is used on the D-Jet.
