Heck is this part? Appears to be a line resistor. I assumed (wrongly) that this had something to do with the ignition. (the equivalent of a ballast resistor) It is clipped to the bracket that holds the coil and the A/C reciever.
Ohm meter shows it to be in an open condition. Removal has no effect on starting, etc. No voltage on either side of this. Is this part of the A/C system?

Yep

I can see that now....seems to be in line with the clutch and aux fan. A/C has never worked on this car. Up north here, rarely have the need. In my perfect world I would do a delete, yet that would a) be lot of work and possibly detract from the value of the car. b) more parts and a dash dissassembly(again) Think I will pull the belt and forget about it for now. Better places to throw my money than on this one....for now. Or try and find and replace this obviously open resistor and see if the A/C fires and still has charge....any ideas? Since I have no idea as to the resistance of this dead piece, maybe jump with el cheap fusable link wire?

It only signals the relay to cycle the a/c compressor and close the ground to make the aux fan run. It's from the temp switch. So turn that all the way and check the relay. It's only closed when that's working/ on.

If there's an electrical issue at the relay, it's usualy the grounds. The relay is grounded in two places and the bracket on the can, all can get loose. I pop riveted mine back on, cleaned up the two screws ( one goes through the fender and get's mucked up from water.... all good now.

Jump the clutch wire on the compressor and see if it pulls in with a click.

There's a wiring diagram in the manual. If you need it let me know.
 
But...

Wierd. A resistor in the ground circuit...baffling. Not really trying to revive the system. Just wanting a handle of what I am looking at vs a full on deal. Your sugesstions are spot on...I do have certification.. Ecco... all a bit of a joke. The matchbook degree as it were. Do dutifully pay your $50. Here is the book....here is the multiple guess exam. The only cert. I needed to pass that was spot on and no cheating was the Ecco I took for big ass Ice plants. Closed room and monitored. The rest was EZ. The one I do not have is for "over-the-road truck" Not to say I am a A/C expert....only that my papers say I am such. This is one of those things that one cannot be proficient at unless day to day exposure.

Winter here....on my R&R = contemplation. The relay you speak of....the location? Thanks for the help...now then....why did the resistor fail?
 
The relay is the round silver can below the coil. It has multiple functions so make sure you write down the wiring locations before you remove it.
