What's this doing?

When I turn the car to "on" but before I start it this guy next to the carb is making a loud buzzing noise, sounds like a seatbelt warning buzzer. Once I start the car it goes away. This coincides with my radio head unit (wired to the factory switched wire) and directionals acting wonky (working intermittently.) This occurred in spring and I solved it by finding a poorly made fuse, once replaced it went way and then resurfaced last week. This looks to be the cold start valve? Apologize tried to upload a video from my phone but was having format issues. Thoughts/advice appreciated. I drove the car this morning and everything appears fine but still made the noise before I cranked it, I don't recall experiencing this prior to this year.

it's an electric air valve - should be sealed against the carb body to prevent vac leak. Not sure exactly how it helps the cold start process.

It´s the TN-Starter-Valve. Just a resistor and a Bimetal. Just open the cover and check if the Bimetal is loose, coroded. The sound might be vibration noise.
 
I've had one bi-metal part crack in the middle.

From how it functions, I'd say it opens and closes an air path to the carbs. I just don't know when it does that.

Given the name, perhaps it allows more air at start if the temp is above X?
 
I should have been more clear, I knew what it's supposed to do but not why it was buzzing. I'll take it apart and see if something is just loose or broken that is causing issues. Appreciate the pictures.
