Wheel weights

Take a look at all the weights on two of these wheels.
Question: do you think it is the wheels or the chinese tires that require so many weights to balance?

Both. Tires will play a role but wheels will to depending on how much work they required.

The number of weights to me is a red flag for sure..

I am guessing but the weights in the pictures are placed at almost opposite ends, so they would cancel each other for the purpose of balancing the torque vector and may be there to balance the couple.

My bet is that the lip polish is to blame... Too shiny.

correct practice would have been... when the tire installer notices that so many weights are required, to dismount, rotate the tires on the wheels, remount and rebalance. Neither the rims nor the tires are "perfect" from the factory, their imbalance should have been used such that one partially offsets the other.

But these are used, so anything could have happened, including the rims being out or round, bent, repaired, or who knows what. And, they're on ebay.

With some on the inner part and some further out, they are trying to radially balance the wheels. Yes, I'd suspect the tires, not the wheels.
