Where does this seal go

I could be wrong, but it looks like the seal that goes over the welded flange of the inner and outer rocker. The soft rubber in the center should be glued on to that strip and there are 2 more softer rubber strips that get glued on front and aft to make the door seal. It's hard to tell since it's kind of far away and there's not a beer can or pack of cigs next to it to show scale
