Which Front Cover Plate

I believe my E9 project is missing the equivalent of #2 in this diagram from a Bavaria (mud guard). RealOEM lists two different cover plates. I think I am seeking part number 51711813032/1 but want to confirm. Also the E9 cover does not seem to have a gasket which is strange?

That's an E3 diagram, look at the E9 diagram, no gasket listed or shown. W&N have the part but their image shows no gasket either.
 
My cover plates have gaskets and they look original to the car. #4 in the diagram?

Infact, there is a (necessary) seal on those covers, as Steve correctly points out.

Whether the cover plates keep the grit and moisture out rather than trap them in, is questionable. The seal is attached to the cover and only leans on the inner fender wall, flimsy at best. My past observations showed corrosion of the front side of the rockers, fenders and floorboards originated from the trapped dirt/ moisture gathered for years on end.
Since most of us don't drive the cars in wet weather (regularly) anymore, my above statements might be obsolete!

Thanks, yes #7 it is. After unveiling a rust-free environment behind these on my E3 and my E24's, I am convinced they do the job. Won't leave home without em.

NB: Now I see the Lokari options which got me thinkin.
