My guess is that this is a scam. For some reason, scammers don't use craigslist. They must get flagged too quick. Ask to see the car, that usually teases out the trusted third party who will ship nonsense. I'm not quick to judge, but I responded to a very similar as recently and was sent down that path. I found the real car for sale for $15K more.

Edit: It does look like the car could have The proper blue on while plates though.
