Window Circuit Breakers?

74 Wiring Diagram displays 2 boxes (relays) number 116 and 119 (see photo).

Wiring legend lists the as Automatic Cutout and Automatic Cutout (special equipment). Are these what are otherwise referred to as Circuit Breakers?

And should I also assume that special equipment refers to the front window?
