My bet is he is swiping these pieces off an unwatched derilict car (e.g. Yellow Springs) and does not really know what he has, but takes what he can hit and run. Note no location listed and he's asking what people want. Smells fishy to me, anyway.
admittedly that part is in very good shape. I have one not as nice that you can have for $100.00 
Just love that sandblasted patina of the "virgin" plate. Looks to be the chromed plated brass version though.
