Offset wrench is typically used to adjust drum brakes.

The overall shape is a bit different, but the head style reminds me of the wrenches I used to have for adjusting the valves on my Mercedes diesel (OM617).
Just a thought....
 
It looks like this is a wrench from the toolrol of a 1971/72 bmw 2002. Can someone confirm this?

E12s (large tool kit was optional on series 1 E12s in the US) and E21s had them as well as did early E28s. The small tool trays were molded to take the bent 17/19.
 
Definitely for the 2002 tool roll. I have one but it.s for the complete 2002 roll. I most likely can get one for you.
