Yet another question about city lights, side lights, etc

I promise I’ve read through many threads and looked at the wiring diagrams, but I’m a bit confused and hoping for some guidance.
The background:
1972 Euro CSi with H1 headlights in outer position with a small city bulb visible

When the key is in the ignition and the headlight knob is pulled out to its first position, I have the rear red lights lit, the small city lights in the headlight lit, but then both halves of the “turn signal” lens, both front half where the orange turn signal is and the back half with a smaller bulb. See pictures 1 and 2. The problem is that in this position on the passenger side both halves of this turn signal lens are dark.

When I switch on the turn signals, the driver side turn indicator goes from half-strength lit (it’s “park” brightness) to full strength and back again to show the blinking. The passenger side goes from dark to full strength.
I would think that it’s the entire city light wiring on the passenger side, but the small city bulb is lit correctly, as are the rears. This wiring isn’t shown on any diagram I can find, and I don’t see many pictures with both the front and rear bulbs of that side indicator shown. Is there a set of wires coming off the city bulb in the headlight and powering both of them or is it a separate connection?

When your coupe was imported it was federalized and those additional 4w bulbs were added to the turn signal housing, I would disconnect them. Does the large bulb have two filaments like a US turn signal? With headlights off does the turn signal work with the brighter filament? If it has been modified to a two filament base you could disconnect the added wires.
 
@HB Chris Thanks you provided the information necessary. As you surmised, this car had been converted to add that smaller bulb. I hadn't realized on initial glance but clearly the hole for that bulb is non-factory, as it is placed over some of the text imprinted into the metal shroud. That bulb was tapped from the power going to the small bulb in the low beam and on the passenger side the tap was not well done. In the end it was just as well that I had to take all of this apart, since clearly whomever had done the work hadn't used the best wiring techniques - lots of wires twisted together with just some electrical tape wrapped around the connection. I cleaned it up and rewired it with actual plug connectors so that anyone else in the future can remove the whole assembly to manage it on a workbench.
The larger bulb is indeed a two-filament one, although that seemed to be original given its appearance relative to the smaller added-on bulb. Regardless, all works now, and thanks for the input.

Leave the 2 filament bulbs in and wire the black/blue and red/blue wires to the 20 watt filament. Check Chris’s wiring diagram’s in tech info faq. He has uploaded a euro wiring schematic.
I’m on a cell phone- check the colors first!
 
Blue / red on the drivers side + Blue / black on the passenger side is correct. the gray / yellow + gray / white are for the city lights
