Zenith automatic choke heat source

The choke assemblies had been removed from the carbs I'm using on my E3 so I'm putting them back on. I know they use electric heating coils AND engine coolant to heat the bi-metalic spring but I haven't read why they use both. My question for those Zenith experts, can I use just the electric connections and not the water lines? I have a M30B35 in the car and it doesn't have a water port back into the block for the return lines from the chokes, at least as far as I can tell. If I can get away with only using the heating elements that'd be great.

The electric part is tied to a temp sensor under the front manifold and turns off the chokes at a preset temp so that is pretty useless, you need coolant in them first.
