Yes, personally i think it is just custom rebuild.
3.5 race version CSL's used completely different type of speedo's, so was no need to produce that type.
In stock CSL 3.0 or 3.2 top speed was ca. 224 km/h or even less, so ....

You can see the original W=0.679 under the new sticker which would be a CSi or CSL so probably for a 3.25 rear. The 0.7125 is a 3.45 ratio. The scale was redone when the ratio was changed.
