OEM Steel Wheels, Tubes or Not ?

According to the handbook (72 car) the original steel wheels were fitted with inner tubes. I still have the original spare wheel and it is indeed fitted with a tube from new. Given that tubeless tyres were widely used by that time why were they still fitting tubes from the factory ?. I presume the wheels are suitable to run without them ?.
I'm looking to change back to steel wheels hence the query.

My stock wheels ran for 4 years without tubes. So it can work.

I know there are no issues running them without tubes, my question was really why were the factory using tubed tyres in 1972 when tubeless were presumably more the norm by that time ?. Photo shows my original Continental spare.

The stock wheels have a rim noted as H2 which means it has a bead to retain the tire without a tube. However, my V.69 2800 and IV.73 3.0CS handbook both note well-base rims with tubed tires although the 3.0 says radial as well.
