I'm not certain what you're pointing at but if you're pointing at the cylinder with the copper button, that's the horn contact.

Yes, I'm pointing to the thing right at the end of my finger, ..........so it's the horn contact? Silicone here it comes8)
Get a new one. Here it is. Also available from BMW dealer of course.

Yes, by now the carbon contact may be worn, so a new is a good idea. Cut the rivets to remove, then use screws/bolts to put the new one.

The piece look OK on pic. But is it before or after?
Thing is that the brown bakelite could get fragile over the years and it will crack around the fastening holes.
What's the "white cowl"? Doesn't remember any white pieces at the spot.
Regarding the length from the copper rod inside I'm sure it will last for miljons and biljons turns with the steering wheel. So If it's worn you got more important issues to take care of
Last but not least!!! Silicone is Not the glue to repair parts near sliding electric contacts.
Kind of dripping oil on the brake disc......

Cannot be copper, it must be carbon. Yes in Sweden it lasts forever because Sweden's map is a straight line up to the north so you never do turns. Me I took the coupe over the inside road twisties to Santa Cruz to test the sway bars and right there may have worn half the carbon rod.
But that is not the point, the point is that replacing an old dirty part with a clean new part in the coupe releases endorphins in the brain. Say yes if you agree.

Never turn!! The white cowl I mentioned is a circular white piece that the rear of the horn connector slides through when going into its housing, I think it keeps the spring tensioned. Yes, fitting new does make ones piss fizz.

You are right, endless turns where the graphite wears down so the copper can last forever.
Some days I feel I am made out of copper, last week I was graphite.
