1971 Original Dual Carb Housing question

As a new coupe owner, I would like to ask whether the round opening on the underside of the original carb air fillter housing near the elbow is meant to be left open. The underside opening has a original short extension. On the topside it is capped. It appears to me that there might have been a hose that connected this underside opening to the engine block in the past. Thanks

as a man that has seen dozens of different carb housings i would appreciate/recommend a picture to answer you properly

Anything on the manifolds should be capped if not used for vacuum advance/retard. The 2 large openings were from emissions equipment, you can connect these 2 together with a hose to smooth out idle pulses.

I think he is referring to the air cleaner housing and the hose that goes from the lower side of the snorkel to the exhaust covering plate. You might need the hose installed to pass inspection in some states, but things will work just fine without it.
 
There is a blue plastic line that starts on the gas tank filler neck, runs into a plastic container in the trunk and then contiues and makes its way to the charcoal canister under the battery. The egress from the canister goes to the air filter housing. The fumes are supposed to be burned. Most unhook the canister though there is no reason to. Cracks in the blue plastic line result in a strong gas smell in the car or trunk.
 
Unless he's talking about the breather hose that goes to the valve cover.
 
I think he means the opening for the hot air from the exhaust manifold to preheat the air, early cars had a cap on the upper side to access this mechanism.
