I thought this part was inside under dash where the hood Bowden cable passes thru the firewall but it doesn't seem to fit - any suggestions?

Hard to say when there is no way of discerning its size.
If it is a few cm across, then it might be something to guide the cable through the bodywork. If its 6-7 inches, then put a stick in it and use it to unblock your toilet.

A/C drain under the evap that goes thru the floor ???
Please post the dimensions. It looks to be a fuel filler neck from the outer mold casting.
I think it is an original A/C drain, the new ones are too long, this has the right lower profile.
