73 3.0CS headliner Glue

I am installing a new headliner and am having difficulty getting the vinyl to stay secure to the sunroof sheetmeatal cross bar, tried several 3M and Loctite spray adhesives nothing is working. Does anyone have any suggestions on adhesives?

The upholstery shop I frequent uses Weldwood contact cement. I have also used wurth's rubber cement. The sunroof material should have a flap sewn in to secure it to the top side of the metal frame bar.
