76' E3 3.0Si Canadian w/ Impact Bumpers

My buddy bought a 76' E3 3.0Si and it has impact bumpers front and rear. I was a little surprised to see that. Just out of curiosity, did Canada require that or do you think when it was Federalized in order to come into the US? I thought it was weird that Canada would have had the same rule. Those were never directly imported to the US, correct?
