Actuator flap on air cleaner housing?

I need some guidance here. I have weber carbs and would like to use the original air cleaner. I have the mounting plates so I am good there. The air cleaner housing has a little flap with some sort of a spring actuator. What am I supposed to do with that in my case? I didn't take the air cleaner off as I got my car with webers already on it so I can't work backwards in this case. Will the air cleaner work? Any reasons other than aesthetics why I should or shouldn't put it on?
 
The actuator is moved by temperature, cold - it diverts the flap to accept hot air from the manifold hose, warm - it closes that off and allows cold air through the front nose clip hose. I would not worry about the cold part, just make sure it allows cold air in all the time from the front.
 
Perfect, Thanks Steve. I'll get it set up with always open for now. Would be nice to find a way to use correctly in cold weather with air from manifold... I do live in WI after all.
