Advice sought on lower rocker fit to jack pockets 1973 E9

After assembling the lower rocker cover (driver side) I notice the Jack pocket in the frame vs the jack opening on the rocker panel sits on top of the fame U channel. I tried to get the entire rocker cover to include the entire frame U channel for the jack but it does not appear to assemble in that manner. Is the rocker cover to sit on top of the inner part of the frame U channel?

Please advise.

OK here are a couple of it installed and in the build process. One point I learned is if the push pins are not inserted at least flush with the white attaching clips they interfere with the rubber/aluminium trim strip making the assembly of this piece very difficult.
