Air cleaner housing - Expanding element

Hi,
I have a question about the expanding element inside the air cleaner housing :

I know that it opens & close a big valve inside the housing, but when is it supposed to work ? mine is always closed even when engine is hot, and it's very had to move it with my fingers.
My car stall when engine is hot, I suspect an air intake issue due to that always closed valve.

It no longer works, it is supposed to draw warm air from exhaust in cold weather until it warms up. You can remove it entirely or fix the flap in an open position.

The flap seems to be stuck in closed position, does it has an impact on the carburetors ?
In "normal" weather temperature, does the flap is open or closed ?
 
Hi I reopen this topic because I have a question : my car stall when I stop and when I'm outside, I wonder if it's not because of the flap I removed : when I run in my underground parking, car seems to be OK, but when I go outside, revup and remove my foot from the accelerator it directly goes from 2000 to 0 rpm and stall. Could it be possible that it is too cold outside during winter for my always open air intake ? Someone I know told me today that his old car (not a BMW) has 2 air intake positions : summer and winter, so I thought about the fact that my car stall when I go outside (and it is cold at the moment) and not in the closed parking and the fact that it normally draw warm or cold air with a working sensor. I didn't had the time to test it with the air intake fully closed (so only with warm air) but just wanted to know before trying.
