Bilstein dust cover - attach to strut or no?

So when the car is jacked up and the strut hangs down, the top of the bilstein is exposed as the dust cover is now pulled up.

Is the consensus to leave as is and let it come back over when lowered or should it be zip tied on it doesn't slip
off?

A few years back on my 533i I zipped tied these and eventually they tore open.
Seems to be normal for Bilsteins.

I'd think it wouldn't matter - what would the exposure be during the rare times the car is up on jacks and/or wheels hanging in the air, to thus expose the piston?
